In the 20s, 1/2ยข was about how far they calculated - and remember that the second ounce was cheaper to mail than the first. Before that, stamps were cut in half or quarters, when they weren't available in the proper denomination at the post office. But, most fractional stamps are directed to "Bulk" mailers, who pre-package mail for delivery to a hub, so it is handled in packs for distribution and saves handling.) Today with the electronics to track it, 1/100,000 of a cent can mean massive profits over the many millions of customers some companies (banks in particular) deal with. There's a suspense novel about that, that was even made into a movie, where some clerk finds a way to remove the interest that the bank pays, in quantities too small to transfer, and diverts it into his own account; thus, embezzling millions that neither the bank nor the depositors will notice because each transaction is too small to see. If not really smart, at least, it makes half-cents! LOL
