Brand new never worn it says xl but fits like a small 31 1/2 in. Long from top of shoulder to the bottom and 18 in. Wide from armpit to armpit and I am adding the sequence belt with it makes it more prettier

Could I maybe wear as a top if it's short? Or a swim suit cover? Looks short but cute. But need it to fit in shoulders...I'm a size 10-12. Is is small or just short for a large??
