Yes it will work. My daughter and son in law had a beagle mix that was about that size and this was bought and used on him.

My daughter and son in laws dog came above my knee when on all fours and was around 65 pounds. I am 5ft 1in. tall. He was a beagle mix is all I know. I hope this helps. Thank You for your interest in my auction.
