Yes,it is a toy. It is crocheted with acrylic yarn and stuffed with polyester stuffing. The "rattle" part is a plastic cup with a button inside to make the sound. The cup is surrounded by the stuffing. My granddog is a pretty destructive puppy and has not destroyed his yet! LOL thanks for looking at my auction!!
