I don't think you can send combustible fluid thru the mail.

You can send lighters via USPS but the box/package must not exceed one pound, it must be securely and properly packaged including cushioning all around and a strong outer box, and it MUST be marked SURFACE MAIL ONLY. It cannot be mailed via any other way than surface shipping. Via the USPS website.
