This is like a clothes line for lack of a better term. It hooks to each side of the car and then you kook your pet's collar or harness to the clip provided. this way your pooch has room to run from window to window but be secured so he doesn't jump to front seat.

It doesn't say on the package so I checked out the recent reviews. One reviewer said it worked great for her over 100 pound dog. I never used it because I use her harness. Hope this helps.

It would support up to 100 pound and maybe more, so a 12 pounder would be no problem.
