Design of this issue recognized the service of America's newspaper boys and the value of their early business training. The stamp also complimented the meeting of the International Circulation Managers Association, held at Philadelphia in October 1952. Central to the design is a newspaper boy delivering his newspapers, and to the right a torch grasped by a human hand as a symbol of free enterprise. A group of homes, depicting the average residential community, serves as a base and background.
