No it is the developer for the hair color you choose. I got it a Sally and it is an extra one.

You use it with your Hair Dye that you would buy at a beauty supply store such as Sally's you mix it with the dye to developer the color. Not to much unlike the box kind which already has the developer in the bottle and then you add the hair color and shake and then put on.

That is a great product you will be sorry you got rid of it. I use this hair color all the time and it completely stops hair breakage from color. My hair is down past my butt. My hair is in better condition after dying than before its like a conditioning treatment you really should try all the products together. The shampoo is the greatest.
