I've sold similar vials on other sites and flea markets. They are real gold leaf, which comes in very thin sheets or rolls and are heat stamped for lettering or used as decorative highlights.

how much does all of the gold flakes way? not the vials but the flakes themselves.

Very little. Vials like this are usually leftover flakes from sheets used in printing and decorations.
