The listing, Dinosaur Dog Costume has ended.

Size Medium Dog Dinosaur Costume. I purchased this from Walmart last year for my pug. In great condition only wore once and washed. As you can see it has velcro straps that attach underneath on the dogs belly.

Love the pic! Honestly I'm not sure if it would or not. According to the manufacturer a size Medium is (14-15"). Which isn't super helpful when talking about girth.
