Ok. yes washinton state climate zone is ok for magnolia. they are even found in washington state park. these tress are hard to kill. they are tough.

Plant in spring if outdoors, or if u plan to start inside house, you can plant now. the temp has to be around 70 drgrees to plant. you can grow indoor though fall -winter and plant in ground outside in spring if u want

In the south with warmer winter, you can plant outdoors now, just keep seeds moist and from freezing. in washington state area, keep seeds in frigerator til spring to plant, or plant now-indoors
