Brand new -- It has the manufacturer's tag attached but not the store tag. There is even a small plastic bag attached to the tag with a spare button. Was a b-day gift my daughter received last month.

To me, it actually looks more like a medium size. I would say that it is a generous small. I will measure it and post it soon as I am not home right now.
