You need shoes. There are elastic straps that go underneath the shoes.

My son wanted to be Curious George last year. This works well as a whole-family costume if anyone is interested - here is the blog post that was my inspiration.

If you are crafty, you can probably do a better job of the shirt than I did. I will upload the jpg files I used to make the 'Curious George' lettering.

As far as I can tell, yes. My son was 3 and 7 months when he wore it. He's on the small side so he could probably still fit into it.
