The Major Arcana of the Tarot is considered to be The Fool's journey. He has the number zero in the deck, because he is also considered always present. The actual depiction shows him on journey with the sun rising behind him, showing he's just beginning. He has a bag of tools over his shoulder, but since he hasn't opened it, we really don't know if he has the tools he needs for his journey or not. The white rose in his left hand represent purity, and the little white dog is his guardian. Mountains appear over his shoulder signifying the Spiritual realm he's leaving and will spend the rest of his life trying to regain.
The card in a reading really depends on the spread and the other cards revealed. Generally, The Fool can represent beginnings, a free spirit, innocence, and spontaneity. On the darker side, he can also be naive, foolish, reckless, and irresponsible.
