Try putting tissue paper across the entire front of the dress and rolling tightly before placing in one of those tear-proof bags. Or do the same and fold in fourths and place in a large flat rate envelope. Shipping should be cheaper that way. The tissue will prevent the velvet from creasing. So have you figured out an approximate shipping rate to WA state?
