This is one of my favorite movies that have been animated by Studio Ghibli, and i'm sure anyone would like this if not seen. And yes, it is in Blu-Ray.

By "sealed" she means is it still in shrink wrap. By the way, when you are replying to a comment you should hit the "reply" at the bottom of that comment, that way we know that you replied, and it's easier for others to follow the conversation when they read through. Uh. Ok, thanks for the advice. But no, it's not in "shrink wrap" or whatever it's called. I didn't think of leaving it on there when I first got it until I got another copy of the movie.
