It doesn't use a reel. You tie the line on the tip of the rod. It's for catching bluegill and good for plucking out spawning crappie off the spawn beds.

What exactly do you mean by extendable? Does it collapse into itself?

Yes it collapses into itself. It has a rubber plug you pull off the end and it extends to 10ft with the flick of the wrist.
