Back 'In the day', ladies would have a mirrored tray such as this one on their vanity. On it, they would display pretty perfume bottles, lipstick cases, and even a silver backed brush and mirror. My own mother had a very similar mirrored tray, although it wasn't as fine as this one. If I had a vanity, I would surely bid on this. It's simply beautiful!
Your measurements may be slightly off, but this appears to be a 1950s Matson Ormolu Vanity Roses tray.
If you turn it over, there should be on one end, underneath the rose vine handle, off to the right, the makers's mark 'Matson', and on the left, the number '1209'.
If the mark is there, I can be confirmed that this piece is plated in 24K Gold. If the mark is NOT there, it's a very good replica.
To clarify, 'Ormolu' signifies ground or pounded gold. It's an18th-century English term for applying finely ground, high-carat gold-mercury amalgam to an object of bronze. Sorry to butt in with details, but I thought it might help to value your item. If this is what I think it is, it may be worth upwards of $200.
