Yes you have to really clean the Lense good or else you will lock in the oxidation.

you have manually clean the oxidation off the plastic, then apply. i did, and the oxidation has not returned yet,

How did you manually clean the oxidation off the plastic before you used this product? So this doesn't really wipe new? It is used as a sealer? Seriously interested, please explain. F<W<&B

included in packet is a dual sided pad w/sandpaper, fine and coarse, you buff out oxidation. instructions say when lense is wet with water is how lense will look after product is applied. if more info is needed i'll try.
