Neither antique or very old...The screws give it away...
It's modern made with an "antique finish" and dollar stores sold many different variants of these pencil sharpeners...for a dollar...

I dont kno what your talkin bout my great grandfather gave this to me as well as many others. And hes been dead sence I was 5. The dollar stores MIGHT sell remakes or knock offs of these. But I can bet my life on this that this is not from the dollar store bro...

The guy told me it was dated in the 1960's or early 1970's....and they were very common in that time... thats all he told me. Hope that helps...

Look in a phone book and call an antique. Shop ask if they could apprise it if they say no they can't ask them who can and look them up in the phone book and let me know what they say ok do it romorrow
