This would be a dress for a child, top for an adult. You would need bust measurements to assure its long enough for the person you are making it
for.

it would be no more than a top for sure, but you really need a bust measurement. If her bust measures more than about 27 inches it would be too tight,

UPDATE - for informational purposes, the top of the fabric to the hemline measures 21 inches. This would be your finished size since it comes prehemmed unless you need to shorten it.
