Seriously I have sold at ebay more than 10 of these 30 MP webcams and no one complained till now, more over all my customers are happy and come to buy other things. My supplier is really serious one and never lies to me about the quality of his products. So yes, it is 30 MPs and you'll find it in the description.

As far as I know, there is no brand. The model is SX0007 and it is made in China, just like 99% of the things sold in USA. I could ask my supplier which company is making these web cams if it would work for you. And yes, they went that high, 'cause their company has released even 32 MP web cams on the market. I am selling their products for a half a year and there is no any returns till now. Doesn't it say enough for the quality of the products? ;)

I have a $800 DSLR camera that takes 15.1 MegaPixel pictures.
i find it hard to believe that a little webcam can take 30 MP
i looked up 30 MP cameras and they cost $20,000!!!

This can be bought for like $20 in a store and like $15 online, it is 30 MP when boosted with software. Somewhere up in the comments I gave a detailed answer to similar question.
