It's "Christmas in July"! This is a Hallmark "Old-World Silver Collection" ornament titled "Silver Sleigh". It has never been on a Christmas tree! The original price tag on the box is "$24.75" when bought back in 1993.
It is hard to see, but the silver-plated ornament is very ornate and has horse-drawn sleighs around the middle. The box reads: " Each design is cast by expert craftsmen to reproduce a wealth of engraved and sculpted detail. A shimmering, filigree mesh provides an attractive contrast to the cherished Christmas symbols and motifs that are so much a part of our holiday celebrations."
