Here is an easy way to tell if it is a proof set or a mint set. Look for the Mint Mark. Proof Sets only have an S mint mark and anything else (P or D) will make it a Mint set. So since you are saying it is from Philadelphia, it is a Mint Set and not a Proof Set. When you look up value their is a difference between an Uncirculated Proof Set and an Uncirculated Mint Set. Proof set are handled differently and come from only the Mint in San Francisco so they will have a 'S' on them.
