I can not make out the date This is a envelope that is address from the Congress of the United States House of Representatives Washington. In place of the stamp there is a name stamped on the envelope. Really neat.

The name is William S. Broomfield. He was a Republican member of Congress (Republican from Michigan) 1957-1993. The date is December 3, 1974. Fanned and Watching.
