Yes, it is brand new with no chips or scratches...but it IS just a humble fridge magnet.... : ) The string farthest to the left ("E" I think) is a bit looser than the rest...the strings all go to individual tuning knobs, but I doubt those are actually functional, and I wouldn't risk breaking one off by trying to tighten the string.
