Yes they are flats, really cute, I was so disappointed when I got them and and the boot fit but I couldn't sip them up very well, so I ordered a pair in wide calf right away and I love them!!

Can you please get verified - The title on this is not the same as the boots - it just starts to seem shady. We have all been burned before, I'm sure, and after a few times of giving the benefit of the doubt to unverified sellers, we just give up move on.
