Yes! I own several palettes from Coastal Scents and their eyeshadows are great! Comparable to a lot of my high end eyeshadows. I love them!

You apply a small amount on your eyelids before applying eyeshadow. I helps to make the color show up better and keeps it looking perfect for the whole day! I never do my eye makeup without it!

At Walmart, the only one I've tried is the Wet n Wild Fergie eye primer and it works nicely. If you have an Ulta or Sephora, they have others that are a little more pricey, but work great.. Urban Decay Eyeshadow Primer Potion is probably the most popular.
