It says locket with charms not included, but does that mean there wont be a locket at all?

That is correct. Did you happen to read the listing? I took a picture of the charms inside a locket so you could see how they look, if there was a locket as part of the listing everyone would know about it, if you read the entire listing & you need a locket i have a few that i can sell. But the Gin on them are more expensive.
