It may be a hair receiver. I copied this from Wikipedia: A hair receiver is a small pot, with a hole in the lid, kept on the dressing table in the Victorian era to store hair removed from brushes and combs. The hair was recycled in a number of ways—notably for stuffing small bags, about 8–10 centimetres (3–4 in) across, called ratts, used to bulk out women's hairstyles. Human hair was also used for stuffing pincushions and small furnishing cushions.

Why should you know what it is?? Unless you've come across one before, how could you possibly know what it was? My grandmother had one on her bureau. I don't remember her using it but I remember it was there. Ditto with my mother; hers was porcelain. I think she just liked it because it was antique!
