No, the wheels do not move. Unfortunately, it would be cute if they did. I'm not really sure what kind of metal t doesn't say on the packaging but it definitely won't break. I know it's pretty heavy for a charm this size. Also the wheels are made of rhinestones, I know it doesn't show well in the picture.
