Yes they fully usable. I make diaper cakes for lots of people and have never had any problems.. Nothing is used expect the diapers and one elastic band to hold the wheel together. No glue or anything else if u want to make a diaper cake i usually add ribbon to the outside of the wheels. Hope this helps.
