Someone has placed a higher bid. When u place a bid notice that the bid is not exactly what u bid. U will have to keep bidding until u have reached what the other person has bid in order to win. I hope that I explained that to where you can understand.

No. Let's say the bid is at 500 and someone is willing to give 2000. They will bid 2000 but the bid will only go up to like 550 until someone else bids. You can only outbid them if you go up to 2000. Does that make more sense?
