Blue Glass "uncle sam" hat ashtray. Has no markings on it. I got from my next door neighbor when she passed away a few months ago, she was 94 years old, and I got a lot of her knick-knack stuff.

It doesn't say "uncle sam" I just said that it looks like a "uncle sam" hat. Sorry for the misunderstanding.
