The band is elastic and there is a piece underneath that is for fitting, but the rest is just flows and lays around. It's really cute!

From the waist to bottom of the fronr is 15 1/2 inches. From the waist to the bottom of the back is 35 1/2 inches.
I'm 4'11 and the back kind of dragged the ground on me. It may be a perfect fit for you?
