It really does not appear to have Blue Tansy in it.
1 drop of true Blue Tansy Essential Oil would dye the entire 5ml a light blue. Higher concentrations would give it a rich blue color that is quite opaque.
May I ask what brand of oils you are using?

The EO is doTERRA Balance (2 ml) and fractionated coconut oil (3 ml), The Balance oil indeed has a light blue to it, but when adding it to the fractionated coconut oil it lightens it even more.
