This looks to be a Japanese Arcade house token. This is not like an Arcade here in the states with pinball or videos games. Slot games are really popular over there. They can't gamble but they enjoy buying these "tokens" and using them in games where the coin drops and they try to get it in the right slots to win tickets or credits that they can use to cash in for prizes. Sort of like a Chuckie Cheese Token. The writing is usually the name of the place where the token was purchased. I can clearly make out the 8 but beyond that sorry can't help much.
