Neither. This brand uses inches around the waist as size. The waist is 25 inches.

Do they have stretch to them and can you possibly measure the inseam from the seam in the crotch to the bottom of the leg. Thanks!!! And although they say they are a 25 could you still measure the waist, across the front top with them laying flat? These are really nice, great auction!!!!

There is very little stretch to them. The inseam is 35 inches, and they are 25 inches in the waist, I measured them the first time, before I posted below.
