10% - This lithographed tab button showed support that everybody should buy war bonds for victory by investing 10 percent of their income in war bonds. (Posters and pins promoted that patriotic effort.)

what does it say around the top on the metal part

I've searched for other examples on the web perhaps with less lithographed ink in an effort to determine the exact printing on the top curl, however, can locate no others, only the 10% posters.

Thank you for asking. The blue lithographed ink was apparently applied fairly heavily and the 3 union bugs at the top as well as the printing are therefore difficult to read.

The print around the top curl appears to begin NY USA followed by a series of many numbers (perhaps patent numbers), however, I could only distinguish that with a high powered lens. Interestingly in addition to the tab clasp a hole was included during manufacture apparently so that a straight pin could be inserted as well for fastening to the wearer.
