Meausrements form under armpit to underarmpit is 24"inches unstretched. It measures 27 1/2 inches stretched and also has an open pleat down the middle for more room if needed.
Pretty sure this will fit.
If it is a surprise-then pull out a shirt that you think fits her snug in the boob area, then measure it like I did. And that should tell you where she sits with size.
