The 1+ inch wide elastic band fastens securely to your extremity via a Velcro tab. The largest expanded circumference is 12" and the smallest size is 8", The elastic band does stretch doe comfort, except when fully closed to the smallest 8" size.The onside measures 4" x 4" and it has two inside pockets 2" x 2.5" deep--to the best of my measuring. The pens (not included) show the 2 pockets. The outside pocket is sightly padded on the front, probably to protest cell phone keypad.
