Black and white tribal designs leggings . They are a size M . The length measures 27 inchs . Now the waist is a 24 but lots of stretch . So I would think that 24 means absolutely nothing . I would give them a 9 out of 10 with 10 being the best. They were used 3 or 4 times for a very short amount of time .

If it helps they were used as part of a costume in a play , I just cannot remember if the play showed 3 or 4 times
