It says above free shipping us only. Is it free shipping?, because up top you state 4.00 flat rate. Please clear this up

I am sorry for the confusion.The is a $4.00 flat rate charge to mail this item. . I hope I have cleared up the confusion. Any more questions, plz feel free to ask. This is a brand new item . Never used. I bought it and before I had a chance to use it my printer stopped working
