This is in Spanish and As far as I know not a cartoon But I didn't wach that much of it to find out since it wasn't in english....

Was given to me and The person who gave it to me didn't realize it wasn't in english...

I googled it, didn't know it was so hard to find info, but here it is from yahoo: "Based on a Japanese television series from the 1970s, LOS CASOS MISTERIOS DE CHARLOTTE HOLMES is a children-friendly take on the Sherlock Holmes stories. Charlotte is Sherlock's niece, to whom he and Dr. Watson enjoy regaling with tales of their most challenging cases. Unfortunately I don't speak Spanish or understand it enough to want the dvd, but it looks like a cute movie. I think it is a cartoon, but not fully sure.
