It says on the package not intended for children under 3 because it is a choking hazard but I am going to assume as long as they are supervised with it would most likely be fine. Also keep in mind the lip gloss is scented sometimes younger kids like to eat scented/flavored things. I know my younger siblings got into scented/flavored chap stick and they ate it. LOL.
