the roman numerals and letters on the bottom are the dating code of when the lighters were made, they also used dots and slash marks for dating system

the other in march 1993

i just tried this morning a few minutes ago to very by phone number and they gave me a for didget number and when i enter it on my phone they said it was a invalid number.sent a request to find out what the problem is.any ideas you may have would be helpful.and thanks for bringing that to my attention.
