I won this here about three weeks ago. I didn't realize I did not need it. I still tested it out and it works really well, looks like new. Happy bidding.

No you have to have some service first. I have seen people that do it on YouTube somehow but I couldn't figure it out

typical you plug a stand alone router into a stand alone modem. by stand alone i mean a non 2 in 1. your internet provider will typical offer you a modem. or you can buy one yourself. you hook the cable or phone line into modem. then using a Ethernet cable. you link the modem to the router. once both modem and router are plugged into wall and linked together by a Ethernet. they should sync up and you should be able to find the router wireless signal with a wireless device. once your done that much. you can do into your routers setup menu and change the name and password of the router to whatever you want. NOTE that each type of router is different. So you will have to find out how to open your routers setup menu by either a install disc for a computer or by going to the website of the company that made the router.
