is there any stretch in the material. i am looking for an xl top that would fit a bigger busted person. also how long would it be? does it sit waist or thigh level?

there is some stretch to the bust area, and the rest is very flowy. Im about 5'6" and holding it up it sits a bit below the waist, on the very upper thigh
