Could be resin, don't feel quite like ceramic. They have a rough feel to the surface.

When I bought these, my usual shopping place :)
there was a small bucket full of different ones.

They're trinkets, just to look at or use in a project. I would think they'd be ok for outside, very solid. However the paint might fade after prolonged sun exposer (my opinion), but you could buy a spray can of clear coat at Wal-Mart. It'll help weather proof it from fading.
