Really beautiful unusual gypsy style skirt. has a crinoline feel to it, but us also silky. has a crinkly look as well. very pretty tissue type hemline, just a very well made piece of clothing.
it has an elastic waist, is a size 3x. ive never worn it, and won it here.
this skirt would also be an amazing costume piece c for theater or halloween, for a gypsy, witch, goth, midevil times or other costume. however i think its just beautiful for any occasion.

28" stretched is measured straight across laying flat. So it has lots of room to stretch over 50" inches

Does it need to be ironed?? I know you said it has the "crinkly look". Also is it lined?? It looks like it might be because 2nd and 6th picture showing the hem look black so I'm thinking it's lining. And one more question (for now anyway) in the 1st picture, to the right of it there looks like a top same color. Is it the same color and for sale to go with the shirt?? Wondered what that "men" meant lol

It has a lining underneath, and its black as well. No it is supposed to be crinkly like this. It has never flattened out when washed, its always been crinkly. No there is no top, i have another skirt up for auction , same color black, so it probably looks similar, but they are different and dont come together
